I wish I had never bought I Dell it is giving me a hell of a time. Eish!!

What's wrong with it?
The fan makes a loud noise. I followed all their solutions on Dell website, but nothing is working. I updated the drivers used a cooling pad, but nothing seems to work. I think the cooling system is failing.
 
I bought it new 2 years ago. It's a Dell Inspiron 5570 Core i7 8th Gen with Radeon Graphics

Should be under guarantee, have you contacted the people you bought it from?

I'll bet the fan blades are full of caked on dust/dirt, the fan on my Dell 5400 was also making a horrible racket and cleaning the fan sorted it out. It was a real pita though and it took two tries because the fan housing was welded shut unlike some that can be screwed apart and it was very difficult to get into the blades to clean the stuck on dust. It’s a pretty easy job but if your fan can also not be disassembled to give good access to the blades try get the fan replaced under warranty.

Upon opening the device, I discovered the fan just as you detailed, encased in metal housing affixed to the board with thermal paste. After cleaning the dust from the parts I could reach and reattaching the back cover, the noise persisted. I plan to disassemble it again and perform another cleaning. Your guidance is appreciated.

You should be able to remove the fan at least so you can better access it from both sides, you need to use a magnifying glass to check out each blade is near spotlessly clean, I tried numerous times spraying contact cleaner on the blades but that didn't get much off. Eventually I had to gently scrape each and every blade on both sides with a little metal scraper till they were near spotless and that stopped the noise. The noise is caused by the blades becoming unbalanced from the weight of the dust on the blades.
