Here is the logic.

There are FREE maternity clinics
There is FREE hospitalization to deliver babies.
There are FREE nappies, formula milk, meds, vaccines and infant porridge at family planning clinics.
There are FREE child grants and food parcels.
There are FREE pensions for gogo's to babysit the kids.
There are FREE medical services for children at clinics and hospitals.
There are FREE schools (Grade 1 to Matric)
There is FREE varsity on the cards.

"Why not have more children?" is the prevailing logic.

Life is rosy for black couples to have many kids.
