Bought a motorbike, papers + police clearance

Hey guys, so i bought a Yamaha WR450F and want to make it street legal. Busy getting the indicators, hi-beam/low-beam headlight and mirrors installed so it can pass roadworthy. I bought the bike from a guy out toward Vereeniging and anyways long story short, the papers that he has is the original de-registration certificate. The bike had been registered for road use until late 2009 when it was deregisterd - presumably to get out of paying license fee's as it was now kept on a farm for off road use only.

From what iv gathered online the following is what i need;

1) Microdot to be done on bike (R480:()
2) Police clearance certificate (R950:( - which is shocking that you have to pay for the POLICE to tell you its not stolen, why must this be a R1000 fee only the government will know ... )
3) Road Worthy Certificate
4) Then Registration can be done ?

Am i correct ? Does anyone have a better understanding of the procedure ? I would like to save myself the R1500 story of getting the police clearance done - can this be avoided by tracking down the original owner by any chance ? The Papers say the bike was "Scrapped" however its clear that it hasn't been involved in any accidents - they just needed a 'reason' for de-registering it. Also, which route is best to take with the reason for it being re-registered, as a built-up vehicle or modified vehicle or what ? I dont care care about the Code 3 status it will get - i got the bike at a great price and never intend on selling it :)

If you got it for a great price just pay the 1500 for the certificates. It will still be a steal. There is no way around police clearance when re registering.

Budget is just tight with the insane price of new rims and tyres for the road ... Guess I'm going to have to do it hey. Once the police clearance idone is the roadworthy next or registeration?

Some info here:
There are two types of de-registration namely de registration by default that is for example when a vehicle license is in arrears for years. The other one is by a de-registration instruction when a vehicle is stolen or written off.

In these circumstances the vehicle can be re-registered by following the following steps.You must have the original registration or de registration document
a) Documents Needed:
• Original registration or de registration document.
• If you are not the owner a proof of purchase
• If registered in a business name a completed NCO form with a certified copy of the proxy ID.
• Proof of your address
• Certified copy of your ID
• Completed RLV : Request of Licensing of a Vehicle
b) Process to Register Vehicle.
• Police Clearance
• Weight Bridge
• Road Worthy Certificate
• Registration
• Licensing

What should the vehicle owner do if the vehicle is currently scrapped?

In addition to obtaining a Roadworthy Certificate, the vehicle should obtain a weight certificate and also obtain a Police Clearance certificate. Remember, that the vehicle is unlicensed at this time, so a Temporary Licence is required.

As from 1st September 2012 Microdotting is required before a Clearance,will be issued by the Police.

Seems like you need to get a temporary license as well. And you can just re-register it, you don't need a reason. The first link also has a page with costs, and there it shows R995 for police clearance.

Yes, you must get a police clearance certificate if you plan to reregister. The vehicle was previously registered in the national traffic information system (called eNATIS), then de-registered. The only way to reregister is as you describe. You need a) Deregistration certificate, 2) police clearance certificate, 3) completed application form, 4) proof of title (eg invoice, copy of purchase/sale agreement), 5) copy of your ID and proof of address. This is the minimum for registration. If you want a clearance certificate (licence disc) so you can drive on a public roadway then you will also need a valid roadworthy certificate.

Thank you ! That helps a ton ... wonder where the temporary license is acquired from - provably the licensing office . Wow looks like I have quite a process ahead of me ...

Yea, I think it's the licensing office. You need the temp license if you want to drive the bike to police clearance and the roadworthy center, otherwise if you plan on taking it on a trailer it may not be needed.

For the proof of title, does this need to be from the person who deregistered the bike ? Because I'm going to try and track that person down then ... sounds like fun

Just something that explains why the vehicle is in your hands, ie how you came to possess it.

This is an additional check to prevent you from registering a vehicle that belongs to someone else.
