I have to ask who at DCS took this decision? This is a harsh statement,

DCS is of the view that the court sadly misinterpreted the Correctional Services Act and erred in declaring the decision of the National Commissioner to place Mr Zuma on Medical Parole to be unlawful and setting it aside.

I read the Correctional Services Act in detail, and I pointed it out in the other thread that the clauses are misrepresented. The Act is clear that the review board's decision is "Final", the national commissioner only has the right to have the decision reviewed. The only body which can overrule these decisions are the courts.

Why is Correctional Services appealing... hmmmm, could the ministry be involved in the decision, since the beginning?

The medical parole provisions are a bit open to interpretation. So they appeal on that ambiguity but they will lose on irrationality of ignoring independent medical advice. Arthur isn't qualified to decide medical grounds.
