"One of the problems in Australia and one that is shared in many parts of South Africa is that in some parts of the country there is not enough demand to make it financially feasible for telco’s to invest in new infrastructure... “This is why the Government needs to have a plan to ensure world class technology is available for all Australians, particularly when competition fails to deliver it,” economic development manager Chris Ryan said."

Why Australia's broadband is much advanced than SA?
Australia is almost isolated from other world.
And then again the question is, why South Africa is lagging behind..

Australia

20 million people
10.815 million landlines

vs

South Africa

41 million people
4.84 million landlines

See do you see the differences .... then there is the unemployment and the economy.

Just because they are also in the southern hemisphere does not mean we can be compared to them.

Are the Aussies more succesfull with less unemployment and a better economy than us because of the higher telephone density than ours, or do they have more lines than us because they are doing the right things right?

Or rather: If we mirror South Africa against Australia, we are doing a lot of things wrong!

Correct me if i am wrong please but if I remember correctly there was a lot of hype about bringing telekoms to the masses yet our, *cough* sorry, Telkom's segment of this market is shrinking not growing, basic landlines, which is rather K@K imho.
