Fresh political bickering between Western Cape Premier Ebrahim Rasool and Cape Town mayor Helen Zille has again poisoned the frantic planning of the 2010 Green Point stadium.
Teams of expert officials from both the province and council have been working furiously to ensure construction may legally begin next month.
But on Wednesday Rasool seized upon a "mistake" by the city and immediately took to the political battlefield, accusing the council of causing yet further delay.
At a hastily called press conference, he said the city had committed a serious procedural blunder.

"I am... dismayed that the City of Cape Town has either misread the law or that they have allowed incompetence into the process, so much so that we now have this delay," Rasool said.

But Zille said this morning: "It is a storm in a teacup and mischief-making.
"A couple of weeks ago Premier Rasool came to see me in my office. We produced a detailed, step-by-step work plan."
She described the matter as "incredibly complex legally", but said: "The city has stuck to every detail of this work plan and met every deadline.
"This seems to me to be a storm in a teacup,
motivated by the ANC's political interests at provincial level," Zille said.
"We will calm the waters today (Thursday) and there should be no undue delay. There is nothing the city has done to justify MEC Essop's refusal to approve the rezoning."

"I am tired of the creation of political suspicion. The city has been working closely with the province at all levels, and there is joint decision-making on 2010. Rezoning is a provincial competency.

"Why hold back a decision on it? The process was agreed at all levels. Why is there suddenly a problem now?
"I suggest that the premier and minister Essop be a bit more careful and read all the decisions taken in council pertaining to the stadium," she said.
"I think when they do, they may realise that they have egg on their faces."
