Cables sprouting out of pavements...

I want more speed but I'm stuck on 4Mbps.

I have noticed that there are cables sprouting out of the pavements all over the place, even as close as the 50m from my house. I'm assuming that it's fibre because leaving copper cables exposed like that is sure to attract the criminal element. My question is, does this mean I'm getting fibre soon and also how soon? I'm connected to an ISAM if that makes any difference.

I have checked the coverage maps but there has been no change on there in the last 5 years at least.
