It's a black hole that keeps swallowing state funds! A government does not need to own these things - go out to the open market and get the best guys for the job!!!

Oh, but you forgot they would all have to get security clearances for government work, and BEE(EE), so it would probably take even longer and cost more than it currently does. Another failure brought on by BEE. I've done work for them on and off since the 1990's and I saw the whites being driven out, incompetents hired just because it has to be a black bum on the seat, the culture change from (semi, was always kinda military like) open to closed, no one dares speak, upset the apple cart and even simple authorization takes forever 'cos everyone is afraid to make decisions in case a wrong one gets them fired.

Pity.. but not my monkey, not my circus, even tho decolonization is going to affect us all.
