Can an Upload cut your Download speed to almost nothing?

Resolved, Congestion on Axxess

I am having issues with a 20/10 Fibre line( Openserve through Axxess)

For last 2 days my speeds are:
Download 0.21 Mbs Upload 8.22 Mbs and Ping of 19 Average of 25 speedtests)

Axxess say I am uploading data and therefore my download speed is low

Now:
1) I am not uploading anything ( according to my knowledge, and the traffic log on my modem)
2) I have disconnected all Wireless to ensure no "foreign" devices online, changed passwords, reset modem, same results.
3) Put in a new modem and a new PC connected via LAN, still the same.
4) I change to Telkom Guest account and I get 19.87 Down; 9.98 Up and Ping 34

So to my way of thinking , this has to be an Axxess connection/capacity problem? Axxess's only Customer Care assistance is " reset modem, find what is uploading, and you will be fine"

Now to my dilemma, It always seem that Axxess staff are usually the ones that were too bad for Telkom...... but is there anything I should try?

Get usage logs- should show if you've had something uploading in the background.

One possible explanation is that if you have something uploading, it is probably not able to connect to wherever it is uploading to when you are on the guest account.

If you do UDP uploads and downloads then impact is minimal. On TCP you will see download speeds suffering badly as you max upload.

What OS on your PC? Win 10? Have you optimized the update settings? The defaults WILL allow your PC to become a source for others on the Internet to get their updates.

To my mind, this says it all:

The only way your upload would affect your download is if it is maxed out. But your speed tests show that you are getting 8.22 Mbs upload over the connection, which would not be possible if you had something else maxing out your uploads.

To me, the above looks like Axxess making excuses for their congested network. The best thing to do is get a free 1GB test account from a different provider and see how it compares. I'll bet you get full speed with any other provider.

So the problem is fixed now.
It is actually a congested network problem. I get full speed with the other 5 providers I tried when using some friends log on details.
Notice given to Axxess.... Moving on.

PS Axxess still say i am uploading according to their session logs and that is why my speeds are slow???

I am not using their log on, so impossible

And someone using your log on details? Which then shows up in their logs as being you?
I would not rest until this is cleared up especially if you are paying for the service.

I keep reposting this excellent answer on stackoverflow:

The TCP protocol, which most Internet traffic uses, uses a "sliding window" scheme to provide reliability. This means it will only send new contents (slide the window) when it receives the ACK messages indicating that part or whole of the current window has been received completely. So it requires frequent ACK messages to be send in the uplink for your download traffic to go through smoothly If the ACK messages are delayed or lost, the sender may slow down transmission and/or retransmit packets that you have already received.

By default, packets are transmitted by the OS in the order they are generated by the applications, so the ACK packets are interleaved with your upload traffic randomly. Your ISP (or your network device) controls your bandwidth use by delaying packets when your transmission speed exceeds the limit (aka throttling). This delay can happen on any packet including the delay-sensitive ACK packets.

To solve this problem, you'll need some kind of priority system to make sure the ACK packets are not throttled. There are paid software solutions for this. You can also achieve a similar effect if you limit the upload speed to a value below your allocated upload bandwidth. Alternatively, you can use applications that transmit files through UDP which does not require ACK messages.

Looking at your upload speed though, that's not the problem. Like Geoff.D said, someone probably has your account details or Axxess' network is congested.

Ask Axxess how many logins are currently active. Afrihost's Client Zone had a nice feature whereby you could check what line was currently using how much data. Maybe Axxess as sister company has something similar?

Axxess confirm only single log on.
but to be safe, I changed passwords. but as I said, no longer using Axxess. Their service is terrible.
