Can I get ADSL - crap phone line

I'm not a tech guy so I don't understand a lot of the technical terminology used on these forums.

Here's my situation:

I live in a flat on the 7th floor in an older building in Cape Town CBD.

The quality of phone line in my apartment is terrible. Static when you make a phone call. Sometimes it is so bad you have to hang up because you can't hear anything.

Will I be able to get ADSL on this line? Would you guys recommend it?

I've been using iburst. Need to change because their 5 gig limit is ridiculous.

You maybe able to get them to change the line and sort out the static, but rather place a fault report and get them to sort out the static then order adsl.

Thanks. They can't change the line. It runs in series from floor to floor.

We had their techs here no less than 13 times last year sorting out various issues. (13 different techs, interesting that the same guy didn't come back twice).
