Can i use a deregistration certificate to change ownership?

I am thinking of buying a code 3 repaired car, however the dealership selling this car says that the car is dealer stocked and they will provide the deregistration certificate as papers to register the car on my name and I would also have to do a police clearance. Does this sound right?

Normally when buying from a dealer, they would sort out all the paperwork. Just putting a scenario out there, what happens if you do the police clearance and turns out the car is stolen or has a stolen engine.
