That's pretty cheap..... I paid 2k for a new one last year. Small scratches can be sorted easily at most lens shops.

Those that have a DSLR and doesn't have another f2.8 or f1.8 lens, just buy this. It will transform your shooting.

Scratches can affect quality, but in a video I saw they have to be really banged up, and will then maybe affect contrast.

And this pretty much reflects my opinion on the lens.
