Cant gew web acccess via my wifi even though signal is 5/5

Hi all. I have a billion bipac 7202 wifi ADSL router. with 9dB antennae. I can connect good in same room but nextdoor I can still get 5/5 on the wifi strenght & connect but on internet acces..

The routher has a setting called Regulatory domain. I have this set on Europe. The other choices are France, Spain, Japan, Israel.

I understad this to be the allocation of the frequency for the wifi channel. I am using channel 13. default was channel 1

Can you ping router? Any packet loss?

That strength meter is not the wireless signal strength but all the wireless devices in the atmospheres signal. So you can have heavy interference and it will show full strength
