Possible translation: he setup a proxy server on some persons workplace sentech internet connection so that the person can still surf the international web from his home adsl connection even after it has reached it's 3gb cap.
Clever, but it does raise an interesting possibility. There are a lot of companies out there at the moment that are promising they can give you effectively uncapped adsl for a fee, usually by allowing you to use their proxy servers or via some sort of vpn connection (e.g. Internext). You have to wonder if they're not doing this via Sentech - i.e. could they have a proxy server sitting on a bank of Sentech 512k modem's multilinked to the internet??
Technically this would be quite possible and they could be making a good profit out of it because they in turn would have their own contention ratio amongst their clients, however, it amounts to them being paid for Sentech's bandwidth and is very questionable practice.
Also, don't forget the strange nature of sentech's connectivity whereby multiple connection threads download faster than one, which would mean that they'd be effectively getting close to the theoretical 512kbs speed because if they were acting as third party proxies they'd almost always be requesting multiple sites.
