Because they don't own it.
Eskom owns Koeberg.
Portnet owns the Port of Cape Town.
Cape Town International Airport is owned by ACSA which is majority owned by the South African Government.
The National Road Network is owned by SANRAL.
The railroads are owned by PRASA and Transnet Freight.
WC has plenty of taxpayers which have already paid more than their share in comparison to what they receive from the national government.
How much do they pay and receive?
Better be a lot because they're going to be paying to use all that South African-owned infrastructure.
Or do they think they'll just be taking all of that?
