Easiest is probably to apply for removal of prepaid meter and go back to post paid again.

I suspect you might find that difficult. CoCT is not very accommodating in this regard as it impacts on their revenue collection.

I read this once some time back as I have the same meter (Itron ACE9000 which is a fairly common CoCT prepaid meter) and I was looking into its capabilities.

It would be possible to put in a voucher remotely it would appear, but you'd have to build the solution yourself, but suspect doing that would fall foul of tamper regulations.

<edit>
In fact doing that would be illegal, as you'd have to remove the faceplate to connect the solution, and that is held on by two tamper proof seals with serial numbers.

The carer is not 24/7. Couple of days a week. Carers are human, humans forget to check the meter....the electricity runs out at night....or a long weekend etc etc etc

The use case is exactly that, for someone who cant physically get to the keypad.

If the person is not using much you can work around it at least over time.

Build up a buffer amount so you not sitting with issues where if you don't buy in time they are stuck.

So say they use 500 units a month in winter and 450 in summer - just buy say 460-500 all year round. The extra builds up a surplus , also helps in winter when you need more you have but you don't end up in a higher bracket so pay more.

The City of Cape Town directly.

Else someone is paying someone to vend the tokens for you then paying you back...

If you're a landlord, best thing is a meter and charge the tenants. Prepaid costs you / them money.

I agree with you that direct with CoCT is best if in that area, but like I see so many prepaid meter suppliers? Like CityQ, PEC, etc. Does it matter who install the meter? I just want to ensure I'm directly billed from CoCT.

A COCT employee or designated contractor would need to install if you want to be billed by them
