ZACR is only effectively dropping the renewal fee as of the 1st October 2015.

From the 1st October 2015 you will be able to renew your .joburg .durban and .capetown domains on our Domains.co.za website for R159, effectively making it the same price a .com domain.

Reaon I ask is that I would like to know if you have to be a South African citizen and/or and South African company and/or based in South Africa?

The article is correct, that is the current renewal price of the domains, Murmaider mentioned that ZACR has informed us that there is a price decrease coming next month and what we will be charging for renewals.
