Great news:)

I must say I would have expected the savings to be a lot more for 12 months though, perhaps this is due to only a few players using it at the moment?

Give it time... I think this is the beginning.

And, on that note, the DoC and !casa's useless, they can take a back seat, as the industry's capable of regulating itself.

Sooo. Excuse my ignorance, but what would this mean for the average prepaid joe?

I think the article was not clear. The saving is monthly across all peers. :)

Short term, improved latency and throughput to other networks.
Long term, as more networks peer, it will cost your provider less to get you to other networks, so there will be a decrease in cost.

A great move by Cell C.

Each player that joins add momentum and increases the benefit.

Hopefully this will shake up the players who are hesitating (MTN?) and shake out those who are resisting (IS, Telkom) as they should become increasingly isolated.
