ICASA presented an answer to this question to parliament towards the end of last year, actually:


The answer, I think, is "yes, but not if you look at the rates they advertise (unless you're talking about Cell C prepaid)"

Did ISASA actually make a decision ?

Very much along the lines of what I was thinking - "Finally ICASA stood up to someone!"

Still, it's a bit like finding your balls only when the runty kid starts pushing you around. At least they did something positive.

Cell C 99c p/min with p/sec billing. Compare that to all the rates two years ago. VC and MTN also have pricing under R2/min for on net calls now. Definitely making a difference.

I feel Cell Cs pain, VC can charge what they like for roaming and they have to suck it up. I reckon asymmetric rates is the way to go for mobile operators.

Should be:
At the end of the glide path period, from March 2013, termination for local fixed calls will drop to 12c during peak times and off-peak times. The rate for national calls will be 19c.
