I am currently suffering from a terrible drop in speed and signal quality ..... 
2 days ago I was singing the praises of CellC and 3G..... and as of yesterday - it's like using "dial-up" and my signal strength has dropped from 7 Bars (on my Billion 3G Router) to only 4 bars. So, I have lost signal and I have also dropped in Speed from 4-7mb down to slower than "dial-up" internet connection...
I have tested the USB modem directly into my laptop - same strength and speed issues....
Sent an online message to CellC tech support - as I believe that there must be an issue in the area.... but no reply yet.... I just hope it's resolved soon as their service has been brilliant before - hence I bought 3 x 5GB prepaid 12 month cards....
I will keep you updated - or if anyone else in the southern suburbs is having the same issue - then please post....
