Power trip could be. It does sound suspect, but if it's approved by a quorum of the owners then it's legal.I know, but in this case it sounds like she's somehow on a power trip and gathered allies and family not even being in the building? I mean are the owners aware that this is highly suspect? Is she perhaps also siphoning funds from the levies? You'd have to do a full investigation, you're allowed access to the financials as well.
Financial impropriety - could also well be the case. Managing agents normally do raise flags for that kind of thing if they think it's suspect, and it's required for annual financials to be audited. Any owner who bothers to read the agenda for the AGMs should be able to pick this up.
But yes - any owner is entitled to financials, as well as all minutes of trustee meetings, including the right to attend trustee meetings and ask questions, trustees cannot refuse this (but not vote on matters trustees need to decide).
