change of ownership without seller's ID

Hi there
I have recently bought a 1967 Ford escort and need to put it in my name. But the guy i bought it from never did change of ownership from the guy (original owner) he bought it from. I have the registration papers, which are in the original owners name. And tried to call the phone number that i got from the guy i bought the car from, but it seems to be disconnected. So how do i go about doing the change of ownership without a copy of the owners ID?

Do you have his ID number?

Just put his ID number on the yellow form.

Get one of the IQ4U/queue for you services.

Also watch out for penalties.

I had similar problem, A sold car to B. A hands in change of ownership and doesn't tell B. A tells B there is 11 months left on licence and maybe should only renew when it expires. B runs 5 months past licence. B Sells to me unaware change of ownership done by A and gives me the form A signed. I put my details and try register. They request B documents and penalties of 1400.

Very possible. Guy who bought my car registered it on his name without my ID.
