Its not possible like steam for example. But Sony are slowly considering it.

Can't, but if he creates a new account on the same PS4 he can still play them

Can’t transfer anything.

But you can run the alongside each other and the other accounts can use all the features.

Except cloud saves. Those only work on the owner user.

Same as with the games, create new account on same console.
