As a guy I also use the busy excuse. If someone is interested they will say they don't have time AND suggest alternative arrangements, or simply MAKE time.
Try again in a week or two, if she blows you off again then she really isn't interested, or worse yet, you will burnt out in a few months from trying to pull the relationship all by yourself.

They don't want to hurt the other's feelings or are too 'scared' to say it. Personally I much prefer honesty.

From here at least you'll know where you stand, and either decide to stick around and move on.
Its pointless ***** footing around her thoughts and then given the boot because you wasted time (which invariably denotes a lack of self esteem or you got someone else in mind).both of which are big negatives.
Shell love you for taking control and being a man so 2 weeks is too long.
No one is busy for 2 weeks straight.
Drive a wedge in her "busy" schedule by being bold and courageous.
She'll make the time for you, but if you're going to faff around she'll always be "busy".

The reason you wait 2 weeks is to show her that you are not obsessed with her. That you have a life of your own and are actually yourself "too busy" to meet up with her. If she says something like "where have you been, I haven't heard from you in 2 weeks", then you simply say you've been busy with work, friends, family and gone on one or 2 dates. Women love a man that has his own ambitions, his own life and is confident. If he makes the mistake of constantly chasing her, she will pick up that he's obsessed and will turn him down in a heart beat.
