Cheapest/smallest way to get a tv to display a webpage?

I need some advice on how to get an old tv with only hdmi connection to constantly display a certain webpage in the office. It needs to have no other function. I will not by using any input devices on the machine. It would be great if it could be taped to the back of the TV.

What is the cheapest hardware that I can achieve this with?

This. Can use a Bluetooth keyboard and trackpad combo to control it.
Pi Zero W should work.

The Pis are great, but in reality the cheapest is an android TV box.

Thanksk for the suggestion, this was my first instinct as well, but was hoping i could get something for like 200 bucks. Guess ill just keep and eye out for a second hand one on carb

If there is a PC close and it had dual output, use the other to constantly show that webpage. HDMI cable needed.

Yep, that sounds about right. Just note that it has a mini HDMI connector.
