City of Joburg caught selling user email addresses?

The City of Joburg was also contacted regarding this issue, but they did not respond by the time of publication

i have always wondered how much time they are given to respond in these articles.
 
suggesting they’ve either been compromised or, more likely, the municipality has been giving away or selling my details

It depends on the article - in this case 3 days.

In many cases companies/government institutions never respond. A request for information is certainly no sure way to get anything from them.

We just need one decent case where a consumer takes on some large organisation for something like this before everyone catch a wake-up.
 
The State Theatre is a government agency just like the City of Johannesburg.
It's possible they just share databases or contact information?
I don't see any evidence they are selling addresses to private companies...

I get spam email and sms messages all the time from all over so I just thought it was normal.

No. SARS does not share your financial history, banking details, personal contact information etc with Sanral, for example. The information belongs to SARS, not government as a whole. They are welcome to obtain a court application for these details if they wish to legally get these details...
 
Other sources of the spam could be one of the ISPs or a virus or malware collecting it from either the sender or receiver.

I'm just not sure if your email address (and phone number) can be considered private information. The point of them, after all, is to allow other people to contact you.

Why don't you publish your ID number and e-mail address here. I'm sure many people could use it to open e-toll accounts.
