To be fair, you are not charged when you get load shedding
To be completely transparent, you are charged. Besides monthly service charges, you pay:
- monthly rates on your property which differ according to serviced or unserviced properties.
- income tax covers various departments which provide supportive and maintenance services to utilities.
Besides being charged, there are costs:
- higher costs to re-heat geyser after loadshedding.
- higher costs to operate all other thermostat-controlled devices to optimum energy levels, fridges, air-cons etc
- losses, including but not limited to spoiled food, damaged appliances, loss of productivity, and so forth.
Plus higher power unit electricity prices to follow.
