So a farting tax will make people eat less meat?
They would have done the calculations, and it is meant to deter farmers from producing meat by making another more sustainable way of food production more viable. I do not know the entire strategy, but there will be 1.

And yes I think it will make people eat less meat. Sugar is cheap compared to meat and the price of meat have definitely made me eat less of it.

How are they going to tax all the other animals the farmer doesn't own but live on his farm like hedgehogs, squirrels and mice? Or are they exempt because they can't be enumerated or attributed to the farmer to collect tax from?

There are over 7 billion humans. There were 3 billion 40 years ago. And you want to blame livestock for all the farting? Decrease the humans and livestock has to decrease too as the demand isn't that great...

After the great plague in Europe, there was an abundance of food and they were close to famine before the plague. Human population is the biggest threat to the planet.

Refined sugar is a long term deadly poison. But it and unrestricted carbs are freely available to children. The medical costs involved far outweigh the cost of meat.

Splitting hairs here. I will say again, I do know know the entire strategy but I would be surprised if there is none.

So you’re clueless, but 100% sure it’s going to work for something?

It is obviously not just farting, the impact of unsustainable farming has been proven in science. Yes, the large amount of humans is the issue, and the more sustainable food is produced the larger the population earth can carry.

This means you need more fertilisers to cause algal blooms in water runoff poisoning streams, rivers and the ocean as well as more fossil fuels for tractors and farming implements. Unless you're going to renewable the entire planet. India says hello.

Its all about money, in tax cases it maybe more comlicated seeing the relation between money and resources.

Why about money-?
1-Resources, we ran out of oil therefore the panic. The coninueous higher costs limit the movements of the ordanary citizens, less fuel use, The Militaries and constraction & farming needs fuel.
2-You could limit the cows.
3-It seems some sindicate in Europe want the next generation humans being not to eat food.

The human race Fools Paradise we live in.

Its all on a sliding scale and its all bad, farming cows just a bit more bad, humans are doomed. Having said that, humans can be clever so if you can invent more sustainable food production while you cut back on the worst, maybe there is a small chance of your survival.
