semi-shaped has nothing to do with your cap being reached or not. It only means you're shaped during office hours, and unshaped after hours. Once you hit your cap you won't be able to see the international website, no.

It would be just as accessible as a shaped account, the only difference would be that it could feature slightly faster access during off peak hours.

I'm guessing your actual question should be will visitors be able to view a .co.za website hosted on a foreign server if they only have access to local websites.
