That's just madness, and then they block you from registering a complaint through the inefficient call centre so that you are forced to pay that. Can't you try going to the centres? Cause they have added in Business and other rates? Could be lazy meter readers and the city not checking that the submissions are vetted. When we had a rash of totally ballsed-up water readings in our suburb, our ward councellor took on CoJ at their meetings. It got resolved eventually.
