Analogy is sound but I think it misses the crux a bit... no matter how many municipalities the DA takes, it's still the ANC that controls the budget.

That makes for some interesting times IMO.

Depends what you mean by "controls". For locally raised revenues, the NMBM has effective control. Where they will potentially struggle is for allocations from Province and National gov.

But even if those were all as usual/before, effecting a noticeable service-level improvement through a bureaucracy that, er, lacks capacity is a herculean task.

Not necessarily, rates and markup on services is where most of the working capital for a municipality comes from.
