But according to the article, this is Billed debt that is not being paid. It is not stolen water/electricity.

So why aren't they collecting? You could offer debt collection agencies a slice of the 100 BILLION to collect and they would do it in a heart beat.

Reckless credit control? You'd have various parties on your back for extending credit to the poor enslaving them in credit they can' t pay .... they are victims ... add your own Kool aid ...

On your point: Those collection agencies would have to be the type that employs Jan Vingerbreker and Jack Toecrusher to succeed, not these normal ones.

Money owed is the result of non-payment and illegal connections. If I have a prepaid meter but my geyser and stove are connected illegally thus, not billed, I'm part of the problem.

Well then, do something about it.

Depends on which side of the prepaid meter it's connected. Illegal connection is one thing, bypassing a meter another. ;)

Well then, do something about it.
I think realistically we can only make sure that our own connections are legal and accounts are up to date. I even pay sabc fees & etolls apart from usual stuff and I think I have done my bit. ;) Are you suggesting a activism of sorts?

He was saying he had illegal connections. So he needs to connect them and pay for the electricity he uses.

It is actually more. They are now writing off old outstanding amounts. I have seen a statement where the person has not paid for over 3 years. Now, every month, they are getting the oldest month outstanding (including interest) written off. So the amount gets no bigger the longer the person doesn't pay.

How much of that 118bn is actually consumer debt vs the irregular spending by municipalities?

Vicious cycle with each blaming the other and both at fault.
