That's probably also quite a bit to do with Octotel. Their "bursting packet loss" as @image132 calls it is horrendous.
You can feel it happening when watching twitch. You'll stream it fine, no problem. Then all of a sudden for like 5-10min twitch will just NOT work at all. Proxy doesn't help, VPN doesn't help, nothing. Then once that period is over it goes back to working again. The iperf tests back it up too. you'll have ticks of 0.02% packet loss for 3 ticks, then suddenly a flood of out of order packets and a tick of 7.5% packet loss. Then back to 0.02%.

I have no idea how they managed to build their network to operate like that but its such a joke.

Just got a response from Link Africa now. They say they will update their coverage map to include our block, and then notify CISP. Thanks.
Would it be ok to sign up on CISP/application form now? I can sign up there for the service, even though it’s not showing on your coverage map (it is showing on Link Africa’s map). The application form says they will contact Link Africa to confirm coverage.

No spikes on our AWS direct connect last night, maybe some traces to twitch to see what's going on?

I think it has to do with Twitch's Internal Routing...

My trace to various Twitch Ingest Servers has not changed (Up until the Twitch Peering Point)
From that peering point i obviously cannot see the traffic anymore as twitch blocks the pings....

But throughput is amazingly better!

I'm trying to figure out if twitter always pulled content from new york or if this is another route I need to bring up with pbcool. Surely there's a twitter node in EU?

I'm seeing the same. It usually routes to london.

Last night twitter was acting weird for me. Images loading slow, some videos not all which is why I looked into it. Thanks for the info guys.

@PBCool Can you please look into the routing of twitter. As others have stated I'm pretty sure it used to pull content from EU not from the US.
