Looks like your problem is DNS related, for me the CISP DNS servers return a local IP: 184.28.84.214
The IP you are getting is also unreachable for me.

Code:
Server: cdns1.cisp.co.za
Address: 154.0.1.1

Thanks. I have no idea why apple.com is resolving to that IP - I've tried a number of different DNS Server (8.8.8.8; 9.9.9.9; 1.1.1.1; CISP's default DNS) flushing both the router and PC cache between tries and still get the same result. As I posted earlier, if I activate my VPN then I get 103.86.99.99 from nslookup and that is reachable.

I'm speculating that it's something related to the external IP that's assigned to my connection.

@PBCool @TheRoDent

Getting latency spikes every now and then for the last few days on your ips.

Does not happen on other addresses

@AfricanTech Just out of interest, what is the result of this command? "nslookup www.apple.com 154.0.1.1"

@TheRoDent The IP you did the traceroute to from CPT is not reachable for me either (this problem doesnt affect me tho, just trying to you guys troubleshoot)

That looks like CISPs DNS servers are serving you the correct IP, something must have gone wrong when you tried changing your DNS to CISPs DNS, perhaps you need to flush DNS, etc, after changing.

I have flushed the DNS multiple times on the router (Mikrotik) and on my PC...

I'm using 8.8.8.8 / 8.8.4.4

Edit: and the issue arose before I started playing with the DNS - it did this 'spontaneously' some time this morning / last night.

Well now, I've done a bit more digging and I have the option "Use Peer DNS" ticked in my router - I thought that this took a lower priority over a manually entered one but evidently not.

Long story short, I've been using CISP's DNS server all along and not the manual one I entered. \

I've unticked that option and now am actually using 8.8.8.8 and voila! I can now ping 23.5.107.206 successfully

Edit: but now other things broke grrrr

Edit2: By other things broke I'm referring to Netflix which started misbehaving, so I switched "Use Peer DNS" back on (so using CISP DNS be default again) and Netflix starting working properly but the www.apple.com broke again...

Sigh

Try flushing the DNS cache on your tik?

But realistically, 23.5.107.206 should be pingable regardless of DNS settings.

I do see that from a customer range in CPT it's unreachable, will investigate.

I have flushed it.

Thanks

FYI, I'm back to using the CISP DNS servers (to ensure that I've ruled out third party issues)
