CISP reverted the DiData changes, international transit is using their own capacity + cogent.
Packet loss on your line would cause international speeds to be slower than local speeds because of the increased latency, causing retransmits to be slower, etc.
The easiest way to see if there is loss on your line would be to run an iperf, but the JHB iperf servers are down, one of them is not routable even, which includes the speedtest server.
