I wanted to recommend CI but for some reason the FrogFoot website doesn't list Cool Ideas as available in Bergvliet -- does FrogFoot have an area by area ISP policy? Or is it simply a gremlin on their website?
Connection still stalling and dropping every couple of minutes, can't even watch YouTube tonight at all.... I actually want a refund for my fees this month because I am honestly not sure what I'm paying for in March

Had the same issues last night. But I noticed that the LOS light (red) came on when this happened. So I suspect they were doing something on the network last night. PB is it possible just to confirm if they were working on the area and if possible to send comms when they plan to do future maintenance?

I was able to do some speed tests from my CPE to the Cape Town ISP Handover point on the VUMA network and I notice my upload speed is all over the place averaging 145Mbps.
Tested with PC linked with Ethernet cable and WiFi disable so no exterior resources using the line at time of testing.

So is this an issue with the VUMA network?
It depends, have you tried with multiple devices? And other local servers to compare?
I would suggest try another device that can cable in and other local servers to comparenope just PC connected.
