I think this might be covered by the insurance for your entire block/complex that the BC no doubt has in place. This would be true if the cracks are caused by external factors e.g. i made an insurance claim on ceiling cracks after water from the balcony above me caused damage. If not external (e.g. its been humid and paint is cracking off etc.) then i think thats up to you. Best get in touch with either your BC or one of the trustees and ask.
Also depends on whether it is a structural wall or one as a divider within the flat but certainly get your bc to lodge a claim and have it checked out.
