Police get information from informants in the community without informants crime goes out of control. Community policing is key to solving crime and ensuring cell phone towers have batteries. In the 1980's the ANC had street committees for every street to organize a political party. The community can solve the crime problem by doing the same. Think of the economic growth if crime was non existent in the townships.

Stolen tower batteries are all over FB marketplace, reporting the ads does not appear to do anything either.
Fb marketplace is enabling a shedload of criminal activity, iCloud locked stolen phones are another one, literally 100s up for sale at any one time.
