But all insulation testers are colloquially known as Meggars in the electrical industry, no matter the brand. Like all vacuum cleaners are known as Hoovers in the UK, no matter the brand. You didn't know that, did you?
5000 volts is the supplied test voltage of the Meggar used to test rubber mats. 5000V is classified as high voltage anywhere in the world. Would you like to tell me where the high voltage classification starts?
