Someone needs to teach the journalist that electrocuted means killed by electrocution

This guy was shocked, like Cyril is often, not electrocuted.

Definition of electrocute

transitive verb: to kill or severely injure by electric shock
Because of flawed electrical work by contractors, the bulletin stated, soldiers at U.S. bases in Iraq had received severe electrical shocks, and some had even been electrocuted.

From Wiktionary:

Usage notes

  • Formally, the words electrocute and electrocution always imply fatality. Informally, however, these terms are rather often used to refer to serious but nonfatal electric shocks. Standard usage is to reserve electrocute and electrocution for fatal electric shocks, and to use shock or electric shock for nonfatal ones.
  • Originally, electrocute and electrocution specifically referred only to judicial execution by electric shock. However, electrocute and electrocution are now used to refer to all fatal electric shocks, even those not used in execution.

Thats what an Arc flash can do. Can you imagine standing near that panel with no PPE?

People think these large breakers are like your house DB board.

I want them to rat out the person who gave them the key. It can't be that difficult.
What outcome would you expect, should such a person be identified?

We have identified people who stole billions, yet roam free without even the slightest fear of being prosecuted. South africa is governed by a criminal organization. Key-guy has nothing to fear.

Well aware. I hold a high voltage certificate as well as certified for lock out tag out authority. I have worn the suit, flash hood, gloves, boots and tested the rubber mat I stood on with a 5000 Volt Meggar to ensure it wasn't a cheap copy before switching.

5000 volt meggar ?
You know it is a brand, not the name of the instrument right ?
Ps you even spelt it wrong.
Is 5000 volts classed as high voltage in RSA ?

They do face disciplinary action. That's at least what the municipality I used to stay at did. Their electricians would go ballistic if they found someone tempering with their equipment.

Not the same. Operational staff doesn't have the same political protection as their seniors.

No. It's MV. Anyone with HV certificate can work on MV and LV.
Anyone with an HV certificate would know it is not HV.
And would not humblebrag about testing something with a "5k meggar".
If they knew, they would know its pointless.
In the context of what he said.

Yes it's a brand. You just looked that up. But all insulation testers are colloquially known as Meggars in the electrical industry, no matter the brand. Like all vacuum cleaners are known as Hoovers in the UK, no matter the brand. You didn't know that, did you?

5000 volts is the supplied test voltage of the Meggar used to test rubber mats. 5000V is classified as high voltage for safety purposes anywhere in the world. Would you like to tell me where the high voltage classification starts?

So, tell me the test voltage of the mat then?

So what was the voltage which required the full ppe then ?
I asked you about RSA, is it considered HV ?
Citation needed.
