1) If City Power knows about illegal connections, then why don't they disconnect them?
2) On what planet is City Power living in that they don't have security at substations. Not only is the stuff inside substations valuable, and critical infrastructure, it is dangerous.
3) Would anyone reading this actually step into a substation and flick a switch if someone claiming to be from the municipality told you to do it?

I asked questions. Until you answer, no answer. This is not interrogation for me only.
I asked first and if you answered me.
I can answer your pointless trivia.
Go ahead expert.
So what is it considered in the country you're in?
Which country is that ?
Lol..these days if we have anything above 1v for a continued amount of time, its considered high voltage...
Also known as "AmaLucky voltage"...

because they don't want everything burnt to ashes and they know the police won't do squat to help when the matches come out.

2) On what planet is City Power living in that they don't have security at substations. Not only is the stuff inside substations valuable, and critical infrastructure, it is dangerous.
What sort of security do you propose?

3) Would anyone reading this actually step into a substation and flick a switch if someone claiming to be from the municipality told you to do it?
They'd have to at least double dare me.

220 is high voltage as far as I'm aware.

Have definitely seen the HV sign on a lathe and milling machine which run at 380v.

Could have something to do with the phasing though, 2 or 3 phase. I'll actually ask my dad, qualified election with 45 yes experience.

You'd think I would have listened to all his electrical and electronics talk since I was a child wouldn't you lol.
220 volt is between phaze and neutral
380v is between 2 phazes

For South Africa
LV is anything up to 1000V
MV = 1000V to 44kV
HV = 44kV to 220kV
Source: MHSC Electrical regulations - Aspasa

Even those 11kV power lines on Eskom poles is regarded as medium voltage.

North America:
MV = 4kV to 35kV

For Europe:
MV = 6kV to 33kV
