Very stupid proposal that should be blocked.

Creating a Cyber Commissioner - what happens to the Police Commissioner and NPA - are they not doing their jobs? Are they only good at publicity stunts chasing surfers during Covid-19?

Cyber security does not require a national Cyber Commissioner.
That's well covered by existing laws - RICA & Cybercrimes Act & Film and Publications Amendment Act/Internet Censorship Bill & POPIA etc - and regular criminal laws.
The bill of rights is well safeguarded by existing laws.

The public sector departments already have this responsibility via POPIA.

No they not underfunded - they are corrupt, incompetent witrh maladministration - see Zono reports - giving them more money is a waste.
