It's way too early to get excited about it. The gameplay in the few vids I saw was still very early alpha and debatable on how fun the end project is going to be. Just mixing moba + fps isn't all that new, but it is Valve after all, if anyone can make something fun it's them.
So I'll just be cautiously optimistic for now.
So how does one get an invite to this?

I don't know whether someone sent me an invite or whether it was a random Steam draw. I have raked up quite some hours in CS.
Steam emailed me in which I was invited to help test Deadlock.
Keen to share an invite? I'm not sure how you do it but apparently if you are in you can share/invite.
OT. No, though there are new rumours.
HL3 may not necessarily be in development. Anything HL will be announced by Valve themselves.
For now, Valve will be developing Deadlock and maintaining their existing titles.
I'm in the same boat.

Overwatch is dying. A potential competitor is Gigantic, which is currently being given away on Epic. Then there is Predecessor (/cough Paragon which shut down) that was announced at GamesCom.
All these titles want a stake in the esports arena, and only one will get to make it to the stage.
