because they allegedly know better and want to prove it

how otherwise will they learn how to run a country into the ground?

They pay a crap load to consultants. But this is more to deflect blame and to pay money to pals and getting kickbacks.

Eskom!

Wasn't it Thabo Mbeki who refused Eskom requests to build new power stations? As pompous and lethargic as he was, he was an A+ compared to Zuma.
