DFA does not provide international connectivity, they built out fibre infrastructure and sell access to that fibre. Your ISP provides international and national breakout.

DFA only provides your WISP's backhaul connectivity between the tower and the pop. 8-12ms to the tower tells us there's more than one hop or that link is really weak.

Your WISP's internet provider will carry you to London. Check who they are by doing the following:
- Google "What's my IP" <- chances are you're behind a NAT, so the public IP of the WISP is important
- Visit https://bgp.he.net and enter the IP address in the search bar (if the site hasn't already picked up your IP). This is your actual ISP.

- Running a traceroute to a London server (minus your first hop latency) will tell you what your ISP's latency is to London

Why don't you just ping a server in london and find out for yourself?
