What????

Local is supposed to be free as soon as they're able to differentiate!!

Am I missing something here?

Yes, the ADSL Regulations never stated that Local should be free. Just that it should not be subject to the (international) cap. Local bandwidth still cost them R0.01/mbps/month*, and you cannot expect them to give this to us for free, now could we?

Our wonderful regulator actually said "local bandwidth usage shall not be subject to the cap."

EDIT - I see ld13 beat me to the punch. :)

So it begins. telscum free means they rip you off a little less.

ICASA better kick telscum in the nuts for a change.

Here is the telcum point of view:
Local bandwidth usage shall not be subject to the cap

Cap? What cap? Oh that cap. No, local bandwidth usage is subject to the other cap. You know, we split your ADSL into two now and local does not count toward your first cap. See how generous we are? Now we are compliant and you still have to pay :D

Anyway...

Maybe we could "donate" some electricity back into my phone line to repay them for their electricity usage?

I wonder what 210V would do to an exchange... :)

[EDIT:] My brother's an electronic engineer, so if 210V isn't enough we can easily construct a little transformer to jack it up to 10,000V. :p

Well, I at least am hopefull. In effect this will be working something like routesentry right? Because I cant get routesentry to work on my new Vista install with my damn router and if my international and local will be split, I'll be a lot happier!

By a mere 60 seconds. Which is a first. :D

Did someone pick up something in this article? I get the sense as if this "bandwidth differentiation" would be like a feature/service/add-on. I am not picking up the sense that Telkom Have to do it. This article reads like some new "feature" some bank are going to implement to make our lives easier. And not some Urgent Regulation-abiding move that has to be done.

You know what this sounds like they gonna do..
You need to purchase bandwidth separately international AND local & to top it off u can't get around it as Telkom will do the routing and accounting on their side. So effectively makes the accounting/buying even more complicated for the end user. Cheaper only depends on minimum unit sizes sold and cost of each.. but me thinking this is gonna make em more money in long run.

Did Telkom not say that it couldn't differentiate between local and non-local?

They did, and they're lying because they used to be able to do so quite effectively.

Local needs to be Free, or at most R20 or R30 of the account for completely uncapped local access. That will stimulate the local web environment and will bring ALOT more sites back into the country, and will encourage innovation.

WHAT?! They can??? Why have they not done this since ADSL came to South Africa!!

Oh! I know Money! I thought since 2004 National Bandwith usage was "supposed" to be free ??

Don't you think being forced to pay R150 p/m for the honor of having a 386kb/s ADSL capable line (NO data included) should at least give you full access to local sites?

Glordit : They used to do it VERY effectively.. then about 2 or 3 years ago, they just stopped doing it...

Pilgrim : Thats also a good point, and totally true, part of my "line rental" should be free local access.. I actually like that idea.

I can see it now - even more confusion. Billing you different prices depending on where you surf! It's already confusing enough!

I don't get it. They were able to differentiate a few years ago. Did they forget how? Why is it that we can differentiate with something as simple as route sentry, but they can figure it out?

I call bullsh*t.

Of course they can, they choose not to because they can make more money out of not doing so.
