Minister claims South African DigiTech "app store" didn't cost a cent

Communications minister, Khumbudzo Ntshavheni, has revealed that their DigiTech "app store" to showcase South African innovation was designed and developed by the State Information Technology Agency.

She also acknowledged that her department isn't satisfied with the quality and functionality of the DigiTech website.
 
I have seen some fantastic Drupal projects as of late which are very functional for the purpose of a digital store front with permissions and privileges, but this DigiTech is nothing but a blog front, and not only does it lack standards, but also insufficient blog-type content. The point being, whoever made it chose the wrong CMS because it is vastly underutilised for its purpose. The question is why is the CMS outdated; if it was a fresh install it would have been up-to-date, so is this website coming from a restore or a nulled script?

I don't want to speculate too much, I look into stuff like this every day.
