By actual bank records and income based decisions. The poor can't stay poor, the job is to let there be as little poor people as possible, or at very least raise the bar of what being "poor" is.
And exactly how are you going to implement this?
Exactly who gets to decide exactly what criteria should be used, and exactly how are you going to implement it?

The same way the whole world is currently implementing solutions that are based on viewing people's incomes.

Obviously the elected government, durr. The same people that determine taxes, laws and policies.

I also don't have a problem with some sort of social grant. Provided it's all strictly regulated like it is in places like Japan.

You get assigned a case worker and they ensure you're spending the funds effectively.

Provided you're not some old age pensioner, receiving the grant is also conditional upon you striving to improve your situation. i.e. you're attending some education or training program, you're actively job hunting etc.

Living on grants in perpetuity should never be something that's encouraged.

I believe it is the state's responsibility to help those that need it. I pay my taxes to keep my country functioning, I don't think it's unreasonable to expect to be protected if/when I need it.

You pay your taxes and still end up responsible for everything here from security, to schooling, to medical to power and water...

I'm more talking about the sort of system we should be aiming towards if we want a productive, caring society, not how it works today.

We all know that how it works currently is a mess.

The commonwealth condemned their actions starting the re-election in the 1930’s 1940s following that we regained a type of independence for all the wrong reasons.

Germany has AA, Singapore does it, America does it, India does it, Israel does it. These are not communist countries.

If a bank looks at your income and financial situation to give you a loan, are they communists? When a company looks at your previous payslips, are they communists?

Television is straight from hell and they knew it.

Segregation was implemented because the NP government knew people of different racial origins could not live together in equality and harmony, as we see today...

Segregation was NOT implemented to oppress black people.

It did not work out as intended, but the NP government can not take all the blame for this.

The people implementing Apartheid, can not take blame for Apartheid?

The NP government made that decision for everyone regardless of what their feelings on it were - if my gay black boyfriend wanted to live with me, that was my business, not the governments :p
