It's not difficult to check background qualifications and verify the source of his German company offer letter. You literally just pick up the damn phone.

If anybody should pay back the money it is PRASA HR. It seems to me like they are the common denominator in all of this and someone in their HR department is coining it.

Simple, the good doctor should tell us who he colluded with to pull off this scam, but since he is being a tough guy...

Shame not even BEE is enough for them to get ahead in life, they still need to resort in all kind of dishonest, illegal and corrupt activities as well.
BEE has nothing to do with his appointment. THEY do get ahead in life when there's no political interference.

It had to be his black skin. Not even corruption or any of that sort. I mean, why would they vet black people entering junior positions to his and not him? Wait...what?

What about the people with a black skin and ECSA registration? Why were they not considered? Unless there weren’t any people with ECSA registration and a black skin?

Oh, there are. Plenty. But you need to remember that due to SA's racist employment laws, a black guy has to be considered first. Then such niceties as qualifications and registration can be looked for. Only when you can't find the black guy with the requirements, can you look for someone else.

And even then, like happened to me, ministerial permission must be given before the appointment because it's not a black guy.

Here are the pre-interview points when applying for a teachers post:

Drawn up shortlist prior to conducting an interview, looks like this: -

White male - minus 20.
White female - minus 15.
Indian male - minus 10.
Indian female - minus 8.
Coloured male - minus 5.
Coloured female - minus 3.
Black male or female - zero.
Having some sort of disability - qualifies you for +2/+4/+6.

He is asking why properly qualified and registered black people were not considered if all there was to it was a black skin, surely it would have saved everyone the trouble Mthimkhulu brought?

What I said. But the first headhunt is for a black guy. They don't even look at the others till they can't find the black guy. I know. Been there and seen it.

And Ghordan approaching Solidarity as Eskom collapses around him is the biggest evidence of this

There are many black people with GCC and ECSA Pr Eng and Pr Tech Eng certifications, with years of experience in heavy engineering and mining. Besides, if AA/EE is a requisite for a position, it refers to black people (black, coloured and indian), women (of all ethnicities. That includes white women) as well as people with disabilities (all ethnicities). But somehow, they chose him. His educational history alone raises many red flags.

Why was he hired without GCC and/or ECSA registration? How were statutory appointments made? How did they miss this during audits? Simple. His skin colour alone would not have saved him, especially in that position.

Agree. Two of my mates have slowly been ditching tenders as it's such a mess. They are doing much better in the private sector but they still run into issues when trying to work in areas that were previously neglected due to politics.

By the way do you think we will ever ditch this us and them language?
