Least experienced of the shortlisted group still meets minimum requirements for the job. They may possess qualities that you're only able to pick up during interview, that may not be reflected in the CV. This is the purpose of the selection process in the first place. Else, submission of the CV would have been the only phase where selection takes place.
Or anyone in the chain of service.

Except of course the person, as they get experience, but that may make them less employable.....
