I've been asked for advice by the recent seller of a used vehicle. She knew all the rules about selling, but forgot to get the buyer's details for completing section B of the yellow NCO (Notice of Change of Ownership). He sent her a pic of the new registration certificate in his name, confirming that he has completed his responsibility, submitting the blue RLV (Registration and Licensing of motor Vehicle) form. He also said he has submitted an NCO form as well.
I know that it was her (the seller's) responsibility to submit the NCO. I know she can submit an NCO. I know she is advised to submit an NCO anyway. The question remains: does the existence of a new Certificate of Registration guarantee that an NCO was submitted? Or is it possible for the buyer to get a Certificate of Registration in their name without submitting an NCO?
